HB 557 -- REQUIREMENTS FOR LIBRARY BOARDS TO BE ELECTED

This bill makes changes to the laws regarding public libraries. In its main provisions the bill:

(1) Adds maintenance and repair of library facilities to the list of purposes for which tax revenues generated by nonresident entertainers and professional athletic teams may be used;

(2) Adds maintenance and repair of library facilities to the list of purposes for which grants of state aid to public libraries may be used;

(3) Establishes provisions specifically applicable to county library districts that have an assessed valuation of $350 million or less, including how to change from an appointed library district board to an elected one and the candidate filing process;

(4) Establishes provisions specifically applicable to county library districts that have an assessed valuation of more than $350 million, including the board election process;

(5) Establishes provisions specifically applicable to city library districts that have an assessed valuation of $250 million or less, including how to change from an appointed library district board to an elected one and the candidate filing process;

(6) Establishes provisions specifically applicable to city library districts that have an assessed valuation of more than $250 million, including the board election process;

(7) Establishes provisions specifically applicable to city-county library districts that have an assessed valuation of $250 million or less, including how to change from an appointed library district board to an elected one and the candidate filing process;

(8) Establishes provisions specifically applicable to city-county library districts that have an assessed valuation of more than $250 million, including the board selection process;

(9) Establishes provisions specifically applicable to consolidated public library districts that have an assessed valuation of $250 million or less, including how to change from an appointed library district board to an elected one and the candidate filing process;

(10) Establishes provisions specifically applicable to consolidated public library districts that have an assessed valuation of more than $250 million, including how to change from an appointed library district board to an elected one and the candidate filing process;

(11) Provides that beginning August 28, 2025, urban public library district trustees will be elected as provided in the bill;

(12) Establishes provisions specifically applicable to public libraries or public library districts that have an assessed valuation of more than $250 million and that are created by a contract or any other method under Chapter 182,RSMo, including the board election process; and

(13) Establishes provisions specifically applicable to public libraries or public library districts that have an assessed valuation of $250 million or less and that are created by a contract or any other method under Chapter 182, including the board election process.

This bill is similar to HB 2648 (2024).
