HB 369 -- CONSOLIDATED PUBLIC LIBRARY DISTRICTS

SPONSOR: Banderman

COMMITTEE ACTION: Voted "Do Pass by Consent" by the Standing Committee on Local Government by a vote of 14 to 0. Voted "Do Pass" by the Standing Committee on Consent and Procedure by a vote of 7 to 0.

Currently, statute sets the fiscal year for each consolidated public library district as July first to June 30th.

This bill allows boards of trustees of consolidated public library districts to set the dates of their own fiscal years.

This bill is the same as HB 2084 (2024).

PROPONENTS: Supporters say that consolidated library districts are the only political subdivisions in the state with the fiscal year set by statute. This creates budget issues for these districts that deny them the flexibility that other political subdivisions have.

Testifying in person for the bill were Representative Banderman; and Missouri Library Association.

OPPONENTS: There was no opposition voiced to the committee.

Written testimony has been submitted for this bill. The full written testimony and witnesses testifying online can be found under Testimony on the bill page on the House website.
