HB 357 -- TRANSFER OF FIREARMS

SPONSOR: Young

This bill specifies that any person who is not a licensed dealer must require that a background check be conducted of a perspective transferee prior to the transfer of a firearm, with certain exceptions specified in the bill. No transfer may be completed until the prospective firearm transferor has obtained approval of the transfer from the "central repository", as defined, after a background check.

A licensed dealer or law enforcement agency may charge a fee for conducting a background check not to exceed $25 or the cost of conducting the background check, whichever is greater. This bill contains penalty provisions.

This bill is the same as HB 1545 (2025) and HB 2714 and HB 2487 (2024).
