This bill specifies that a record for the sale of a catalytic converter must include the Vehicle Identification Number (VIN) of the vehicle from which the catalytic converter was removed.
PROPONENTS: Supporters say that this bill is an attempt to combat the rampant theft of catalytic converters. People have been killed over these thefts, so it really needs to be stopped. Catalytic converters are stolen because they contain rhodium, as well as platinum and palladium, and rhodium is very expensive, which means they get a lot of money for resale. This does not require anyone to etch the VIN number onto the catalytic converter; all this is doing is requiring the scrap dealer to record the VIN number of the vehicle the converter was removed from.
