This bill requires the verification board to conduct manual recounts of votes prior to the certification of election results. Recounts will be conducted for contested races and ballot measures in no less than 5% of all precincts.
The random selection of precincts to be recounted will be open to the public and must require public notification.
One contested race or ballot measure from each of the following categories will be manually recounted in each selected precinct:
(1) Presidential and vice presidential electors, U.S. Senate candidates, or Statewide candidates;
(2) Statewide ballot measures
(3) U.S. House of Representatives or General Assembly candidates; and
(4) Partisan circuit and associate circuit judge candidates or all nonpartisan judicial retention candidates.
The results of the manual recount will be reported on certificates provided by the Secretary of State. One copy will be filed with the Secretary and one will be filed in the public records of the election authority.
