This bill specifies that, if a health carrier changes its address, insurance payer identification number, or other necessary information for a health care provider to file a claim, the health carrier must notify all participating providers via certified mail and electronic mail at least 90 days before the change takes effect.
If a health carrier fails to provide this notification, it must pay all claims submitted by participating providers during the noncompliance period, plus interest and a penalty.
If a court finds that the health carrier failed to pay any claim, interest, or penalty under this section without good cause, the court will enter judgment for reasonable attorney's fees for services necessary for recovery of moneys owed under this section.
The provisions of this section do not apply to MO HealthNet, except that a Medicaid managed care organization will be considered a health carrier for purposes of this section.
