This bill specifies that all transportation of bulk refuse leaving solid waste processing facilities and accepted at a landfill must be transported in an enclosed trailer. After any bulk refuse is delivered to a landfill, the trailer must be cleaned to a standard determined by the Department of Natural Resources. The Department must enter into an agreement with an entity to provide compliance checks on each truck entering and exiting a permitted landfill.
If a hauling company is found in violation, it will be subjected to the fines as specified in the bill. Upon the fourth offense, the company will be prohibited from entering a permitted landfill.
