HB 2778 -- TRACKING OF GUN PURCHASES BY FINANCIAL INSTITUTIONS

This bill prohibits "governmental entities", as defined in the bill, and persons from keeping a record of privately owned firearms or their owners, except for records kept during criminal investigations and prosecutions. The bill also prohibits merchants from using a firearms code, as defined in the bill, to distinguish a firearms retailer in Missouri from any Missouri general merchandise or sporting goods retailer. The bill describes actions that will be considered as discriminating against firearms dealers and prohibits disclosure of financial records that are not otherwise required by law. The Attorney General is given the authority to investigate alleged violations, and the bill describes the process to be followed upon a finding of violation.
