Upon voter approval, this proposed Constitutional amendment requires that all transfers of ownership of firearms be approved or facilitated by licensed firearms dealers who verify that the transfer is legal using a background check.
Further, a political subdivision may enact ordinances restricting the sale, possession, display, use, or storage of firearms provided the restrictions do not violate the Second Amendment.
This bill is similar to HJR 3 (2023).
