Currently, the Missouri Constitution guarantees every State citizen the right to keep and bear arms. Upon voter approval, this resolution would amend the Constitution to allow any county, the city of St. Louis, and the city of Kansas City to regulate the possession, carrying, or transfer of firearms within city or county limits. The resolution authorizes the city or county to, by ordinance, issue a permit or certificate and charge a fee, as specified. For any nonresident, a city or county must recognize as valid any permit or certificate authorizing the possession or carrying of firearms issued by the individual's county of residence. The resolution also lists individuals who must be exempt from any such ordinance. The resolution specifies the penalties that may be authorized by the city or county, not to exceed a fine of $1000 or imprisonment for more than one year, or both.
