SECOND REGULAR SESSION

HOUSE CONCURRENT RESOLUTION NO. 48 102ND GENERAL ASSEMBLY INTRODUCED BY REPRESENTATIVE MCMULLEN. 5405H.01I DANA RADEMAN MILLER, Chief Clerk

WHEREAS, security and law enforcement agencies have repeatedly identified the 2 entire border between the United States and Mexico as a major national security concern; and 3 4 WHEREAS, unauthorized immigration through the border of the United States and 5 Mexico has reached a record high with approximately 2.4 million illegal border crossing 6 apprehensions in the 2023 fiscal year; and 7 8 WHEREAS, other states, including Arkansas, Tennessee, Iowa, and South Dakota, 9 have sent National Guard members to protect the borders of the United States, prevent illegal 10 entry, and deter illicit activity and other threats; and 11 12 WHEREAS, resources of the state of Missouri, including the Missouri National 13 Guard, are or may be needed to help secure the border of the United States in the state of 14 Texas; and 15 16 WHEREAS, Missouri National Guard members can provide operational, 17 surveillance, engineering, administrative, and mechanical support to border, national, and 18 state security and law enforcement agencies; and 19 20 WHEREAS, the State of Missouri should assist in the efforts to secure the border of 21 the United States in the state of Texas: 22 23 NOW THEREFORE BE IT RESOLVED that the members of the House of 24 Representatives of the One Hundred Second General Assembly, Second Regular Session, the 25 Senate concurring therein, hereby urge the Governor of the state of Missouri to order the 26 Adjutant General of the state of Missouri, or his designee, to call upon and order into active 27 service such portions of the organized militia, including the Missouri National Guard, to aid HCR 48 2

28 the officials of Texas in the protection of the border of the United States and to take such 29 action and employ such equipment as may be necessary in support of security and law 30 enforcement authorities in the defense of the border of United States; and 31 32 BE IT FURTHER RESOLVED that the Chief Clerk of the Missouri House of 33 Representatives be instructed to prepare a properly inscribed copy of this resolution for 34 Governor Mike Parson. ✔
