HB 2514 -- CORRECTIONAL FACILITY PLACEMENT FOR CERTAIN OFFENDERS

SPONSOR: Bland Manlove

This bill provides eligibility for qualifying offenders to be transferred to a minimum security correctional facility.

Qualifying offenders are offenders who are:

(1) Serving a life sentence without parole for a minimum of 50 years or more, and are incarcerated in a correctional facility in this State after having been sentenced by a court of this State;

(2) Age 65 or older;

(3) Diagnosed with a terminal disease or illness, or otherwise meet the criteria for medical parole;

(4) Without a felony conviction for a dangerous felony, as is defined under Section 556.061 RSMo, prior to the conviction for which they are currently incarcerated; and

(5) Not convicted sex offenders.

Qualifying offenders are eligible for transfer upon demonstration of:

(1) A record of good conduct

(2) Self-rehabilitiation

(3) Low institutional risk and mental health scores

This bill is the same as HB 990 (2023).
