HB 2441 -- ANNEXATION

This bill provides that for basic annexation procedures, "contiguous and compact" includes a situation where the area proposed to be annexed is contiguous to the annexing municipality by at least 25% of the perimeter of the area proposed for annexation.

No municipality can annex an unincorporated area that is continuous to any unincorporated area annexed by the municipality in the previous two years.

A municipality that annexes an unincorporated area pursuant to Section 72.012, RSMo is required to provide all municipal services to the annexed area.

Currently, in certain charter counties, a court-approved municipal annexation is not allowed until a majority-approved vote in both the annexing municipality and the area to be annexed. As originally enacted, this applied only to St. Charles County. The bill adds Jefferson County to the provision.

This bill is similar to SB 922 from (2024).
