This bill requires each chamber of the General Assembly to take a separate vote on any "excluding provision", which is defined as a provision included in legislation specifying that moneys remaining in a newly created fund cannot be moved to the general revenue fund at the end of the biennium .
If at least two-thirds of the members in the chamber support the provision, it will be considered approved. However, if the vote on the excluding provision does not receive the approval of at least two-thirds of the members, the provision will not be considered approved by the chamber.
This bill applies to legislation considered by the General Assembly after January 1, 2025.
