HB 2306 -- FREE SPEECH PROTECTION FOR LICENSED PROFESSIONALS

The bill requires each board or commission in the Division of Professional Registration, within the Department of Commerce and Insurance, to establish a rule for handling complaints against its licensees, and to dismiss any complaint based on the licensee’s or applicant’s exercise of rights protected by the state or federal constitutions.

The bill would allow additional discipline for licensees who aid or abet adverse actions against other licensees or applicants because of their protected speech or conduct.
