WHEREAS, according to the United States Department of Agriculture, the first 2 reports of hemp being grown in Missouri date to 1835; and 3 4 WHEREAS, the Federal Crop Insurance Program began in 1938; and 5 6 WHEREAS, the Controlled Substances Act of 1970 made the production of all 7 cannabis, regardless of THC levels, illegal to grow and manufacture; and 8 9 WHEREAS, the Agriculture Improvement Act of 2018 required the United States 10 Department of Agriculture to establish a framework for hemp production; and 11 12 WHEREAS, the Missouri House of Representatives passed HB 2034 in 2018 to allow 13 the production of industrial hemp in the state; and 14 15 WHEREAS, in 2020, the Risk Management Agency for the United States 16 Department of Agriculture began allowing certain industrial hemp growers to obtain crop 17 insurance to mitigate risk; and 18 19 WHEREAS, in 2020, Missouri registered twenty two-thousand seven hundred sixty- 20 three acres of hemp, but farmers planted only seven hundred seventy acres of hemp; and 21 22 WHEREAS, in 2021, the United States Department of Agriculture expanded the 23 program to cover additional areas but there is still no coverage for Missouri; and 24 25 WHEREAS, in 2021, Missouri farmers planted one thousand four hundred acres of 26 hemp; and 27 HCR 34 2

28 WHEREAS, in 2022, Missouri farmers planted one thousand nine hundred acres of 29 hemp; and 30 31 WHEREAS, the Missouri Industrial Hemp Program ceased operations at the end of 32 2022 and thereafter Missouri let the United States Department of Agriculture license hemp 33 production: 34 35 NOW THEREFORE BE IT RESOLVED that the members of the House of 36 Representatives of the One Hundred Second General Assembly, Second Regular Session, the 37 Senate concurring therein, hereby urge the United States Department of Agriculture to 38 include Missouri in the federal Industrial Hemp Crop Insurance Program; and 39 40 BE IT FURTHER RESOLVED that the Chief Clerk of the Missouri House of 41 Representatives be instructed to prepare a properly inscribed copy of this resolution for the 42 United States Secretary of Agriculture, Thomas Vilsack, and all members of the Missouri 43 Congressional delegation. ✔
