Upon voter approval, this Constitutional amendment makes numerous changes to the initiative petition process and to the process of approving a constitutional amendment.
The Constitutional amendment prohibits using the initiative petition process to raise sales taxes on food or taxes or fees on real estate or real personal property.
This Constitutional amendment prohibits governments of foreign countries and foreign political parties from sponsoring initiative petitions or contributing money or other things of value in connection with an initiative petition or a political committee or political party favoring or opposing an initiative petition. It also prohibits a person from soliciting or receiving a contribution or donation from a government of a foreign country or foreign political party in connection with an initiative petition.
This Constitutional amendment requires any measure proposing an amendment to the Missouri Constitution to receive a majority of the votes cast both statewide and in a majority of the state's House of Representatives districts in order to pass.
