HB 2052 -- ELECTIONS

This bill makes numerous changes related to elections.

Currently, voter registrations have no expiration. This bill provides that voter registration shall be valid for six years from the date of a voter's next birthday.

This bill renames voter identification cards sent out by local election authorities voter information cards, and requires a voter's registration expiration date to be placed on the information card.

This bill requires election authorities to reject absentee ballots if the signature on the ballot envelope is inconsistent with the signature on the voter's registration record.

Currently, provisional ballots are used in primary and general elections where candidates for federal or statewide offices are nominated or elected and any election where statewide issues are submitted to voters. This bill allows provisional ballots to be used in any public election.

This bill adds the following to the list of class three election offenses:

(1) Harassing or threatening to harm an employee or volunteer of an election authority or a member of such person's family;

(2) Attempting to pressure an election official to violate an election law; and

(3) Obtaining and distributing specified personal information of a child under 18 years of age, of an election judge, challenger, watcher, or employee or volunteer of an election authority.

This bill creates the "Missouri Elections Sovereignty Act". The General Assembly reserves the authority to regulate voter qualifications and the time, place, and manner of state and local elections to the maximum extent authorized by the U.S. Constitution. Any such regulation enacted by Congress shall apply only to federal offices. Any differences in the regulations of time, place, and manner of elections of state and federal offices will result in separate election procedures.
