This bill establishes that a transportation network company (TNC) shall not be vicariously liable by reason of owning, operating, or maintaining a digital network for any harm arising out of the use of the digital network by a TNC driver if the TNC is not negligent under law and the TNC has otherwise fulfilled all of its legal obligations to the TNC driver.
