HJR 99 -- GENERAL ASSEMBLY

Upon voter approval, this Constitutional amendment prohibits the General Assembly from modifying any statutory measure submitted by initiative petition and approved by voters unless:

(1) More than six years have elapsed since passage of the measure;

(2) The modification is approved by a vote of three-fourths of the members of both chambers of the General Assembly; or

(3) If the modification is not approved by a vote of three-fourths of the members of both chambers, it is placed on the ballot via referendum.

The Constitutional amendment also requires initiative petitions proposing amendments to the Constitution to receive a majority of the votes cast both statewide and in a majority of the state's congressional districts for approval.

This bill is similar to HJR 65 (2024).
