Upon voter approval, this resolution changes the process of submitting a constitutional amendment.
After being certified by the Secretary of State, proponents shall choose whether or not to submit the proposed constitutional amendment to the General Assembly for vetting.
If proponents choose to submit the amendment to the General Assembly, the amendment will require a majority of the votes cast for approval. If proponents choose not to submit the amendment to the General Assembly, the amendment will require approval from 55% of the votes cast.
If proponents choose to submit the amendment to the General Assembly, the General Assembly will vet the petition. The petition will receive a public hearing in a committee of each chamber of the General Assembly. The committee may not amend or vote on the petition, but will otherwise follow regular hearing procedures. The petition will then go to the Floor of each chamber for debate. The legislative bodies will not amend or vote on the petition, but will otherwise follow regular Floor procedures. The petition will then be signed by the Speaker and Speaker Pro Tem of the House, and the President and President Pro Tem of the Senate. The petition will be reported out of the General Assembly by the third Friday after the first Monday in March.
