HB 1635 -- MAYORS AND ALDERS IN FOURTH CLASS CITIES

SPONSOR: Terry

This bill changes all references to city officers in cities of the fourth classification to be gender-neutral, including changing "alderman" and "aldermen" to "alder" and "alders".

The bill establishes eight-year term limits for mayors and alders in cities of the fourth classification.

This bill provides that the offices of mayor and alder will be uncompensated except for a monthly stipend, and will not be eligible for employment benefits, as defined by law.

The bill prohibits the mayor and any alder from appointing any person who, directly or through an entity, contributed to the mayor's or alder's campaign for the current term of office.

This bill prohibits any alder from voting to elect any person who, directly or through an entity, contributed to the alder's campaign for the current term of office.

The bill repeals Section 79.135, dealing with initiative petitions for proposed ordinances in the city of Savannah, because it was enacted in a bill found unconstitutional in its entirety in 2016.

This bill is similar to HB 64 (2023).
