HB 1291 -- SUMMER CAMP TASK FORCE

This bill establishes the "Summer Camp Safety Task Force". The duties of the Task Force will be to:

(1) Determine the best and most effective way to license all Missouri summer camps;

(2) Require background checks for any person who is in contact with children attending a summer camp;

(3) Discuss training in cardiopulmonary resuscitation and automated external defibrillator and safety training for all staff members who are in contact with children attending a summer camp; and

(4) Create an emergency plan for all foreseeable situations that could place children at risk of harm or injury at a summer camp.

The membership of this tTask fForce shall consist of:

(1 ) The Commissioner of the Department of Elementary and Secondary Education 4 or his or her designee;

(2) The Director of the Department of Health and Senior Services or his or her designee;

(3) Two members of the Senate appointed by the President Pro Tempore and who serve on a health care-related committee. The two members shall be from different political parties;

(4) Two members of the House of Representatives appointed by the Speaker of the House of Representatives and who serve on a health care-related committee. The two members shall be from different political parties;

(5) A first responder as defined under sSection 192.2405, RSMo;

(6) A health care professional who specializes in pediatric care;

(7) A representative of a for-profit summer camp;

(8) A representative of a nonprofit summer camp;

(9) Two summer camp safety advocates; and (10) A representative from an insurance provider providing insurance to youth 19 serving organizations.

The Task Force shall submit a report to the General Assembly on or before August 28, 2025. The provisions of the bill will expire on August 28, 2025, or at the conclusion of the Task Force's work, whichever is sooner.
