HJR 18 -- CONSTITUTIONAL AMENDMENTS

Currently, initiative petitions must receive signatures from 8% of voters in two-thirds of the state s congressional districts in order to place an amendment to the constitution on the ballot, and signatures from 5% of voters in two-thirds of the state s congressional districts in order to place a statutory change on the ballot. Upon voter approval, this resolution would require initiative petitions to receive signatures from 8% and 5% of voters from all congressional districts in order to be placed on the ballot.

Currently, initiative petitions proposing both amendments to the constitution or changes to statute must receive approval from a simple majority of the votes cast thereon in order to pass. Upon voter approval, this resolution would require initiative petitions to receive approval from two-thirds of the votes cast thereon in order to pass.

Additionally, this resolution requires initiative petitions proposing an amendment to the constitution to be placed on the general election ballot, unless the General Assembly calls a special election for that purpose. Only citizens of the United States properly registered to vote in the state of Missouri shall be considered legal voters.

This resolution is similar to SJR 31 (2022).
