HCS HB 2909 -- FEDERAL CONGRESSIONAL REDISTRICTING

COMMITTEE ACTION: Voted "Do Pass with HCS" by the Special Committee on Redistricting by a vote of 8 to 3. Vote "Do Pass" by the Standing Committee on Rules- Administrative Oversight by a vote of 8 to 4.

This bill creates boundaries for the eight Missouri Congressional districts beginning with the 118th Congress of the United States.

The bill contains an emergency clause.

The following is a summary of the public testimony from the committee hearing.

PROPONENTS: Supporters say that the introduced version of HB 2909 is the same as HB 2117 but a committee amendment will be offered to try to reach a compromise that will be able to pass through the House and the Senate. The primary goals in creating the districts were to ensure compactness, contiguity, and maintaining communities of interest.

Testifying for the bill was Representative Shaul.

OPPONENTS: Those who oppose the bill say that they want a stronger 6-2 map.

Testifying against the bill was Missouri Right To Life.

OTHERS: Others testifying on the bill say they are concerned that the county of Webster is split in the amendment. Witnesses believe that all of Webster county has more in common with Greene and Christian counties and think it should be in the same Congressional district. Roughly half the residents of Webster work in Greene county and the communities share common goals and resources.
