COMMITTEE ACTION: Voted "Do Pass" by the Standing Committee on
Downsizing State Government by a vote of 13 to 0. Voted "Do Pass"
by the Standing Committee on Rules- Administrative Oversight by a
vote of 9 to 0.
This bill repeals in their entirety Sections 191.743, 196.866, and
196.868, RSMo, dealing with frozen dessert licensure and perinatal
substance abuse.
PROPONENTS: Supporters say that this is an unneeded license. The
ice cream manufacturers already have to pass inspections and live
up to regulations. This costs the state more to regulate than it
collects in fees for the licensure.
This bill also eliminates a physician regulation that is obsolete.
The statute references 191.741 which does not exist anymore.
Testifying for the bill were Representative Baker; and Mo Retailers
Association.
OPPONENTS: Those who oppose the bill say that we need to protect
Missouri consumers to ensure safety and no harm will be done.
