This bill amends Minnesota Statutes to allow police officers who are receiving a retirement annuity to return to work without a reduction or suspension of their benefits. Specifically, it introduces a new subdivision to section 353.37, clarifying that the reemployment of a police officer receiving an annuity does not affect their benefits under the public employees police and fire retirement plan. The bill also establishes that these officers can continue participating in the statewide public employees insurance program during their reemployment, although they will be responsible for the costs unless otherwise specified by a collective bargaining agreement.
Additionally, the bill sets limits on the number of retired police officers that a city may employ. Cities that employed five or fewer officers in the previous year can rehire any number of retired officers, while those with more than five but fewer than 100 are limited to five or 25% of their previous year's officers, whichever is greater. For cities with 100 or more officers, the limit is set at 25 or 10% of the previous year's officers, whichever is greater. The provisions of this bill are effective the day following final enactment.
