The Senate resolution honors Shongleng Yang, a resilient individual born in Laos in 1959 who faced significant hardships due to war and political persecution. After fleeing to Thailand in 1978 and seeking asylum in the United States in 1980, he settled in Minnesota in 1986. Shongleng's journey from adversity to opportunity has inspired many in his community, as he exemplified hard work, generosity, and unity. He began his career as a chef and later established the first Hmong-owned home health care business in Minnesota, serving various ethnic communities with dignity.

In 2009, he co-founded the Hmong Village Shopping Center in St. Paul, which became a cultural and economic hub for the Hmong community, symbolizing their resilience and unity. Shongleng has also been actively involved in community service and cultural preservation through various organizations. The resolution recognizes his lifetime of compassionate leadership and contributions to the economic and cultural prosperity of the Hmong community and the state of Minnesota, expressing gratitude for his legacy of service and inspiring journey.
