This bill establishes a "Minnesota Vision of a Learner" aimed at preparing students for success after high school, encouraging them to lead fulfilling lives, engage in their communities, support a just society, and contribute to the economy. To achieve this, the Minnesota P-20 Education Partnership is tasked with convening a working group that will develop this vision, incorporating input from various stakeholders, including students, parents, educators, and community leaders. The working group is required to reflect the diversity of Minnesota's student population and must post the finalized vision by January 15, 2028. School districts and charter schools will have the flexibility to adopt, adapt, or create their own local visions of a learner.

Additionally, the bill amends existing statutes regarding the development of academic standards, requiring that these standards align with the newly established Minnesota Vision of a Learner. It introduces new requirements for academic standards to be organized as coherent progressions of learning and to reference the vision. The bill also includes an appropriation for the working group to support its activities. The effective date for these provisions is set for July 1, 2026.
