This bill establishes a Metropolitan Area Mobility Hub Working Group in Minnesota, tasked with evaluating and recommending the creation of mobility hubs and related transit improvements on high-frequency and high-ridership bus routes. A "mobility hub" is defined as a location where individuals can access multiple modes of transportation and connect between them. The working group will consist of members appointed by various local authorities, including the Metropolitan Council, the commissioner of transportation, and city councils from Minneapolis and St. Paul, among others. Appointments must be made by July 31, 2026, and the group is required to meet regularly to fulfill its duties.

The working group will assess the current status of mobility hubs, identify barriers to their creation, explore coordination methods among road authorities, estimate costs for improvements, and develop proposals for mobility hubs, including a prioritized list of locations and necessary policy changes. The Metropolitan Council is responsible for convening the first meeting by September 15, 2026, and providing administrative support. A report summarizing the group's activities and recommendations must be submitted to legislative committees by February 13, 2027, and the working group will expire on June 30, 2027.
