This bill mandates that public postsecondary institutions in Minnesota award college credits to high school students who achieve qualifying scores on advanced placement (AP) and international baccalaureate (IB) examinations. The existing language in Minnesota Statutes 2024, section 120B.13, subdivision 3a, is amended to specify that the awarding of college credit for these examinations is governed by a new section, 135A.105. The previous requirement for private institutions to be encouraged to award credits has been removed.
Under the new section 135A.105, public postsecondary institutions are required to award specific credits based on examination scores: three or more credits for a score of three or higher on AP exams, and three or more credits for a score of four or higher on standard level IB exams, as well as five or more credits for a score of four or higher on higher level IB exams. The effective date for this legislation is the day following final enactment, with the provisions applying to examinations taken on or after January 1, 2026.
