This bill appropriates $4,000,000 from the state airports fund for fiscal year 2027 to the commissioner of transportation. The funds are designated for a grant to the Duluth Airport Authority to design, construct, furnish, and equip a new air traffic control tower and base building at the Duluth International Airport. The project will also involve site preparation, including the demolition of obsolete buildings, utility installation, and the replacement of existing fuel tanks. A portion of the funds must be used to match federal funding for the project.

Additionally, the bill specifies that the commissioner must not allocate any of the appropriated funds for administrative costs, as stated in Minnesota Statutes, section 16B.98, subdivision 14. This appropriation is a one-time allocation that is available until June 30, 2028, and is in addition to a previous appropriation made under Laws 2025, First Special Session chapter 8, article 1, section 2, subdivision 2, paragraph (a), clause (1).
