The bill appropriates $10,300,000 from the bond proceeds fund to the commissioner of transportation for a grant to the Thief River Falls Regional Airport Authority. This funding is designated for the acquisition of property to extend and relocate a runway, as well as for the construction of an associated taxiway extension, the relocation of the NAVAID system, and the reconstruction of a portion of County State-Aid Highway 17, along with supporting elements.

To finance this appropriation, the bill authorizes the commissioner of management and budget to sell and issue state bonds up to the amount of $10,300,000, following the procedures outlined in Minnesota Statutes and the Minnesota Constitution.
