This bill mandates increased transparency regarding immigrant detention flights at the Minneapolis-St. Paul International Airport (MSP). It establishes a new section in Minnesota Statutes, chapter 473, titled "Immigrant Detention Flights," which includes definitions for key terms such as "detained individual" and "ICE Air." The bill requires Signature Aviation, the operator of the terminal accommodating private international and business flights, to notify the Metropolitan Airports Commission of each flight chartered by ICE Air. This notification must include details such as the number of detained individuals, their ages, and the flight's scheduled times and destinations.
Additionally, the bill mandates the installation of a camera at the Signature Aviation terminal to record and stream live footage of the loading and unloading of passengers on ICE Air flights. This footage must be accessible to the public via the commission's website. The commission is also required to monitor these flights and prepare a monthly report detailing the number of flights, origins, destinations, and the number of detained individuals, including minors. This report must be submitted to the relevant legislative committees by the 15th of each month. The provisions of this bill will take effect the day after final enactment.
