The bill appropriates $20,000,000 from the bond proceeds fund to the Board of Regents of the University of Minnesota for the development of research and educational dairy facilities at the University of Minnesota West Central Research and Outreach Center. The funding is divided into two phases: $7,740,000 for phase 1, which includes upgrades to the HVAC system, renovations of utility and restroom facilities, construction of a new truck weigh station, and equipping a milking facility; and $12,260,000 for phase 2, which involves the construction of a new building that will house a cow milking parlor, veterinary treatment area, and other essential facilities for research, education, and administration.

Additionally, the bill authorizes the commissioner of management and budget to sell and issue state bonds up to $20,000,000 to fund the appropriated amount. The bond sale will be conducted in accordance with existing Minnesota statutes and constitutional provisions. The effective date of this section is set for the day following its final enactment.
