The bill appropriates $4,000,000 from the bond proceeds fund to the Public Facilities Authority for the design of the STREAMS regional wastewater treatment facility, which will serve the cities of Winthrop, New Auburn, and Lafayette. This funding is intended for one or more grants to these cities or a combination of them to support the Southwest Minnesota Treatment and Reuse for Economies and Advanced Management of Sustainability (STREAMS) project.

To finance this appropriation, the bill authorizes the commissioner of management and budget to sell and issue state bonds up to the amount of $4,000,000, following the procedures outlined in Minnesota Statutes and the state constitution. The provisions of this bill will take effect the day after it is enacted.
