This bill appropriates $15,000,000 from the renewable development account to the commissioner of commerce for a grant to the Lower Sioux Indian Community. The funds are designated for planning, developing, and constructing a renewable energy project that may include solar energy generation facilities, battery energy storage systems, and microgrids. The project aims to enhance the reliability, resilience, and affordability of energy delivery for the community. The base funding for the project is set at $15,000,000 for fiscal year 2028, with no allocation for fiscal year 2029. The commissioner of commerce is responsible for managing the grant and ensuring any unspent funds are returned to the renewable development account.

Additionally, the bill requires the Lower Sioux Indian Community to submit a comprehensive project plan to the commissioner of commerce and relevant legislative committees by July 1, 2027. This plan must outline the project's elements and implementation strategy. The community is also mandated to provide progress reports on the project by July 1 each year until completion, detailing the use of funds. A final report is required within 90 days after the project's completion. The provisions of this bill will take effect the day after final enactment.
