The bill appropriates $80,000,000 from the general fund for the West 7th Street Improvement Project in St. Paul, aimed at enhancing the roadway and underground water infrastructure from downtown St. Paul to the Mississippi River. The funding will be allocated to the Public Facilities Authority for various improvements, including modernizing underground tunnels, upgrading stormwater and wastewater infrastructure, reconstructing roads and sidewalks for safety, installing traffic calming measures, realigning intersections, and improving transit options with a bus rapid transit line connecting key locations such as downtown St. Paul, the Minneapolis-St. Paul International Airport, and the Mall of America.
This appropriation is designated as a one-time funding source and will remain available until the project is either completed or abandoned, in accordance with Minnesota Statutes, section 16A.642. The bill also specifies that it will take effect the day following its final enactment.
