This bill amends Minnesota Statutes 2024, section 260C.212, by adding a new subdivision that mandates responsible social services agencies to provide appropriate luggage for children in foster care. The new provisions specify that agencies must ensure children receive new or like-new luggage when they enter or reenter foster care, move between placements, exit foster care, or otherwise require luggage. The bill explicitly states that disposable bags, trash bags, or cardboard boxes are not considered appropriate luggage. Additionally, if a child's luggage is reported lost, stolen, or damaged, the agency may provide a replacement at its discretion.

Furthermore, the bill prohibits agencies from reclaiming any luggage provided to foster children and allows them to accept donations of luggage. Each agency is also required to report annually on its compliance with these requirements to the Office of the Foster Youth Ombudsperson. The effective date for this legislation is set for January 1, 2027.
