This bill amends Minnesota Statutes 2024, section 256I.05, by adding a new subdivision that authorizes a supplemental rate for housing support providers in Washington County. The new provision allows county agencies to negotiate a supplemental rate for up to 29 beds, which cannot exceed $1,028 per month, including any inflationary adjustments. This rate is applicable to providers that offer room and board along with supplementary services to adults who have a primary diagnosis of mental illness, substance use disorder, or are experiencing housing instability, and who demonstrate related functional or behavioral health support needs.

Additionally, the bill stipulates that the housing support providers must deliver 24-hour supervision and other support services. The negotiated supplemental rate will be effective retroactively from April 1, 2026, and the new section will take effect the day following its final enactment.
