The bill appropriates $200,000 from the general fund for fiscal year 2027 to the commissioner of health for a grant to Helping Paws, Inc. This funding is designated for breeding, training, and placing service or facility dogs with individuals who have physical disabilities, veterans and first responders dealing with service-related post-traumatic stress disorder, and professionals in courthouse, educational, and mental health settings. This appropriation is a one-time honorarium in memory of Speaker Emerita Melissa Hortman.
Additionally, the bill allows the commissioner of health to accept private donations to supplement the state funding. These donations will be deposited into a dedicated account within the special revenue fund, which is also appropriated for the same purposes outlined in the bill. The account will expire on July 1, 2028.
