The bill amends Minnesota Statutes 2024, section 142B.65, subdivision 7, to enhance the training requirements for child care centers regarding abusive head trauma. It mandates that all directors, staff, substitutes, and unsupervised volunteers receive training on the risks associated with abusive head trauma before caring for children under school age, with annual refreshers required thereafter. The training must last at least half an hour and cover risk factors, prevention strategies, and communication with parents. Additionally, a video presentation on the dangers of shaking infants and young children will be made available by the commissioner to supplement the training.

A significant addition to the law is the requirement for license holders to post and maintain a poster, approved by the commissioner, that outlines the risk factors and prevention methods related to abusive head trauma. This poster must be displayed in a location that is easily accessible to staff and visible to parents and visitors. The changes outlined in this bill will take effect on January 1, 2027.
