The bill appropriates $800,000 from the general fund for fiscal year 2026 to design and cast a statue in honor of Melissa Hortman, recognizing her significant contributions to Minnesota. The statue will be part of a memorial garden at the State Office Building, with the Department of Administration overseeing its incorporation into the site. Notably, Minnesota Rules, part 2400.2703, will not apply to the activities funded by this appropriation.

Additionally, the Capitol Area Architectural and Planning Board is mandated to select the artist through a competitive process while consulting with Melissa Hortman's immediate family during the selection and design approval phases. The statue's design will also include likenesses of Hortman's deceased family members. Any unspent funds after the statue's casting can be used for further landscaping at the memorial garden, and the allocated funds will remain available until June 30, 2029. The section is effective the day after final enactment.
