This bill directs the Board of Trustees of the Minnesota State Colleges and Universities to establish a workgroup focused on reviewing and improving health insurance eligibility for adjunct faculty. The workgroup is required to be convened by August 15, 2026, and will consist of representatives from the Minnesota State Colleges and Universities system office, the Inter Faculty Organization, and the Minnesota State College Faculty. Its primary duties include identifying barriers to health insurance access for adjunct faculty and developing specific policy and budgetary recommendations to enhance eligibility opportunities.

The workgroup is mandated to submit a report detailing its findings and recommendations to the relevant legislative committees by December 15, 2027. Additionally, the workgroup will dissolve on February 14, 2028. This initiative aims to address the health care needs of adjunct faculty members and ensure they have access to employer-sponsored health coverage. The provisions of this bill will take effect the day after it is enacted.
