This bill establishes a new category of special license plates known as "survivor support plates" in Minnesota. The commissioner is required to issue these plates to applicants who meet specific criteria, including being a registered owner of certain types of vehicles, paying applicable fees and taxes, and contributing a minimum of $30 to the crime victims account upon application and annually thereafter. The design of the plates will be developed in consultation with relevant organizations, and contributions made for these plates will not be refundable. Additionally, the bill allows for the transfer of these plates to another vehicle under certain conditions.
The bill also includes provisions for the management of funds collected through these contributions, ensuring they are deposited into the crime victims account, with an appropriation for the department's administrative costs. The commissioner is tasked with maintaining records of the plates issued and ensuring that these special plates are exempt from certain existing regulations. The provisions of this bill will take effect on January 1, 2027, for plates issued on or after that date.
