The workgroup is required to be convened by August 15, 2026, and will include representatives from the Minnesota State Colleges and Universities system office, the Inter Faculty Organization, and the Minnesota State College Faculty. Its primary duties will involve identifying barriers to health insurance access for adjunct faculty and formulating specific policy and budgetary recommendations to enhance their eligibility for employer-sponsored health coverage.

The workgroup is mandated to submit a report detailing its findings and recommendations to the relevant legislative committees by December 15, 2027. Additionally, the workgroup will dissolve on February 14, 2028. This initiative aims to address the health care needs of adjunct faculty members, ensuring they have better access to health insurance options. The provisions of this bill will take effect the day after it is enacted.
