This bill amends Minnesota Statutes 2025 Supplement, section 254B.0509, subdivision 1, to modify reimbursement rates for high-intensity residential substance use disorder services. Starting January 1, 2026, the commissioner is required to implement specific base payment rates for substance use disorder treatment services, which include 100 percent of the modeled rate for low-intensity residential services and treatment coordination services, and 83 percent for high-intensity residential services, as outlined in a previous report from 2021.

Additionally, the bill introduces a new provision that, effective for services provided on or after January 1, 2027, establishes the base payment rate for high-intensity residential services provided by adolescent treatment programs at 130 percent of the base payment rate for high-intensity services. This adjustment is to be made after any necessary modifications under subdivision 2.
