The bill proposes the appropriation of $4,750,000 from the bond proceeds fund to the commissioner of natural resources for the development of a new multimodal shared-use trail that will extend from the city of La Crescent to the cities of Hokah and Houston, completing the Root River State Trail. This funding will cover the acquisition of property and easements, as well as the predesign, design, environmental review, permitting, and preliminary engineering of the trail, which will follow the Root River corridor and Historic Bluff Country National Scenic Byway. The trail is planned to span approximately 18 miles and may utilize existing Department of Natural Resources and state lands without the use of eminent domain.
Additionally, the bill authorizes the commissioner of management and budget to sell and issue state bonds up to the amount of $4,750,000 to fund the appropriated money. Any unspent funds from the initial appropriation after the project's completion will be available for final engineering and construction of the bike trail, following written notice to the commissioner of management and budget. The provisions of this bill will take effect the day after final enactment.
