This bill amends Minnesota Statutes 2024, section 171.06, by adding a new subdivision that establishes a temporary exception for fees associated with obtaining duplicate driver's licenses and Minnesota identification cards for individuals who have been arrested or detained. Under the new provisions, applicants who declare that they lost their license or ID due to an arrest or detention by a peace officer or federal agent will not be charged for the duplicate credential. This exception applies to the first instance of a duplicate license or ID issued between October 1, 2026, and February 1, 2029.
Additionally, the bill mandates that the commissioner of public safety issue refunds to individuals who obtained a duplicate driver's license or ID between December 1, 2025, and October 1, 2026. The refunds will cover the total amount charged for the duplicate credential, including any fees, surcharges, and filing fees. A one-time appropriation from the driver and vehicle services operating account in the special revenue fund is allocated for these payments in fiscal year 2027. The effective date for both sections of the bill is the day following final enactment.
