This bill establishes a new special license plate program in Minnesota called the Minnesota Main Streets plates. The program allows registered owners of certain vehicles, including passenger automobiles and motorcycles, to apply for these special plates by paying a specified fee and contributing a minimum of $30 annually to the Minnesota Main Streets account. The design of the plates will include the phrase "Legendary Landmarks" to highlight Minnesota's historic sites and communities. Additionally, the bill outlines provisions for transferring the plates to another vehicle and specifies that these special plates are exempt from certain existing regulations.
The contributions collected from the special plates will be deposited into the newly established Minnesota Main Streets account, which is part of the special revenue fund. Funds from this account will be appropriated annually to the commissioner of public safety, with the first allocation covering the administrative costs of the account and the remainder directed to Rethos for the Minnesota Main Streets program. The provisions of this bill will take effect on January 1, 2027, for plates issued on or after that date.
